No. Work starts when you accept a written scope, schedule, and price. Until then nothing is mobilized.

Project leadership is in Dallas. Site work follows the location named in the agreement.
How do you handle changes?
A change is written down with the effect on cost and schedule before the extra work proceeds.
When does safety planning happen?
Before mobilization. Hazards, access, and responsibilities are set before crews start.
What does handover include?
Completed work, punch items closed or listed, and the records the owner needs to operate the space.
